Is any seat allocated to  you in Round 1, if so then two options for you.

option 1 : take the seat

option 2: leave it and quit without paying any penalty(if you dont want to take up the seat)

But if seat is not alloted to you and you want to go through the 2nd phase of counselling, then you can go , and either you can take a fresh registration (if 1st round not registered) or go for fresh web options(if 1st round already registered).

In case , you get a seat in 2nd phase of AIQ,there are 2 options again

option1 : you can take the seat and report at the college

option2 : You DON'T want to take up the seat ,then this a problem ,you cant QUIT, you either have to                 take the seat or quit by paying some penalty fee.

SO , if don't fill the 2nd round ,NOTHING happens unless you register and go with web options ,or else simply you can leave and go for your respective State Counselling.
