If college is alloted in first round in All India Quota then you have to report to the college or you may leave that seat alloted in first round of counselling and take admission in college alloted in state quota, But no one can leave their seat alloted in second round of All India Quota.

Better you decide your preference of college instead of waiting for second round to leave All India Quota seat for state quota.
