Yes.. anybody irrespective of any state can have admission to private college of any state, subjected to if candidate has got minimum qualifying marks of 50 percentile (general category candidates) and 40 percentile (reserved category candidates)..
However you might separately apply for admission to some of the private colleges/universities like manipal,srms etc..

Please note that you can get admission in private colleges of other states if they don't offer seat only to candidates of their respective states. Also note that all India 15% quota is only for government colleges.
This means that you need to check individual private colleges and their prospectus to know if other state candidates can get a seat there or not.

Since the 15% AIQ is only applicable to govt. Colleges of other states, for private college you need to check their individual demands and criteria.

The private college s of other states may or may not provide admission according to their criteria of admission.
