Yes, he/she is absolutely eligible to appear for NEET. As NEET is Science based exam atleast 50 percent marks are mandatory in all Science subjects, Physics, Chemistry, Biology. Let me give you more details regarding this, here's the minimum percentage required (aggregate) in PCB subjects as per the caste or category of the aspirant,
General or Unreserved- Minimum 50 percent
OBC/SC/ST- Minimum 40 percent
PWD or PH- (General PH aspirants- Minimum 45 percent and OBC/SC/ST PH aspirants- Minimum 40 percent)
So if you belong to OBC/SC/ST, you don't even need to score 50 percent.

The eligibility criteria regarding the qualifying marks is as follows:
NEET eligibility marks in class 12 to be considered are aggregate marks only for PCB subjects. It is 50% for UR.
Since you have 50% in PCB then you are eligible to appear for NEET 2021.
