The top 20 percentile cut-off will be officially published on JoSAA 2019 official website when Counselling rounds will start. This will be released around the last week of June or the first week of July.
NOTE: top 20 percentile will be different for IITs and for NIT+system.
According to JoSAA 2018 official website, for Bihar board marks for top 20 percentile(General Category)
IITs->313/500
NIT+system->293/500
We can expect that for this year also the cut-off marks will be 290 to 305 out off 500.
This makes the minimum percentage to fit into top 20 percentile criteria as 60%(considering 300/500 as cut-off marks) in boards.

For admission to NITs, IIITs and CFTIs, candidates should secure minimum 75% marks (65% for SC/ST students) in the qualifying examination or must be in top 20 percentile in class 12th examination conducted by respective boards.
As previous years top 20 percenrile would fall for about 62 percent in BSBE, so for JEE Advance you're qualified.
The list for top 20 percentile for each state, would be declared on official website of JOSSA once counselling will start , counselling will start in third or fourth week of june. Please be updated .
