Tracking a phone through IMEI is NOT possible if the device is powered off.

This is because the tracing through IMEI is done through GSM/other cellular networks. So, if the phone is not ON, the SIM won't be functioning and hence the device cannot be located.

As per technology advice and Police rules you can track location through officially by help of smart phone companies and Police through IMEI .

So you must FIR against for missing or lost complaint of Mobile with original invoice or bill copies of mobile purchase .

It is a official processes for track location through IMEI .
