It depends on which university and course you are applying for. In some entrances if you apply for more than a specified number of programmes you will have to pay extra for that particular subject. Ex: in gate exam if you want to apply for more than one paper you have to fill only one form but for every extra subject you will have to pay the fee. Similarly if you are giving a common entrance test (lets say mhtcet) and you want to opt for counselling of more than a specified number of colleges that are allowed then you might be asked to pay for it.
