There is no such particular date or time from when the batch will start and it's usually not branch wise. But generally, the new batch in most of the colleges commences from mid of July or the first week of August every year. The batch of IITs and NITs starts in August and many other universities follow them.

The college generally begin from mid July to the beginning of August, in any engineering college in India. And after the beginning of college the colleges conduct an induction program which is generally of about a week and after the induction program the routine classes begin.

So if you have chosen electrical engineering as your branch then your electrical classes will begin after a month of starting of your college.

In every engineering colleges like NITs and IITs after the completion of all rounds of Jossa counselling and after college allotment classes starts for all branches at same time.
In state level college after their state counselling ends classes starts.
Approximately in first week of August classes starts.
In WBJEE college previous year from 11 August classes were started.

The opening date of the college varies for each institution. Most of the colleges for 1st years will begin between 4th week of July to 2nd week of August.
