Hello Irshad, you can also attest your form by the principal of central or state government school if you are unable to find a gazette officer in your area. As you have not mention your locality, it is difficult to tell where you can find such officer. Gazetted Officers are executive/managerial level ranked public servants in India. You can get it atesseted by a advocate of your area.
