Hello,
A candidate who didn't get any seat allotment in all the counseling rounds they are eligible for spot allotment. The candidates who haven't participated in counseling process can also join in spot counseling to get a seat in the choice filled college list.
If any one has got a seat but not accepted it then they are also eligible.
