Dear Apurv, the seat that you secure through All India Counselling do not require any domicile certificates. This is because you are participating in 15% of the Government Medical Colleges that the States have contributed to Central Pool. You will only need a domicile certificate if you apply for State Counselling. So irrespective of the State whose 15% All India Quota you are applying for, a domicile certificate isnt necessary.
