Whether NCERT is enough for neet and Dinesh publication book Is good for physics?

For NEET Physics, you need to have a proper grasp on the concepts. Only then you'll be able to solve questions. NCERT is enough to study basic concepts. Although it's a good thing to delve a little deeper. Try to look into HCV physics, especially Mechanics and Electomagnetism to understand concepts better. Try practicing questions on a timer to correctly measure your speed and accuracy. Good luck.
