even though Most of the seats remain the same , candiates only get admitted when the People change their colleges , even though there are very Less chances of having more seats admitted in 2nd counselling , the seat matrix may increase to a certain range . 

Also some of the medical colleges are just newly opened so they might take time to release the seats as well.
