To be honest the best college for MBA in HR is XLRI, Jamshedpur but it is very costly. It doesn't fit into your Budget range.

Now coming to the college fitting into your budget range and with great ROI. I would like to suggest you to go for TISS. Fees is around 3 to 4 lakhs and ROI is very good too. But the main issue is that it doesn't  offer you an MBA ,but an MA in HRM and Labour Law. However whether its placements and academics its comparable to XLRI.

Other than TISS you can choose FMS Delhi.
