I think you can go for graduation in almost any subject that interests you science, commerce or arts.

My suggestion would be to do Bachelors in Arts in any subject history, geography, sociology, political science, economics, public administration, etc.

According to me, graduation in polity or geography will turn out to be most helpful to you but again choose what interests you.
