The educational eligibility for applying to IPS exam is  graduation degree from any stream.

So you can choose any graduation degree. The civil services exam is conducted in three phases

Preliminary

Mains

Interview

You can select any Gradution degree to appear for the exam. But if you want to study something in graduation that helps you in civil services exam then you can select any graduation course you like whose curriculum covers the syllabus of civil services.

First of all,according to eligibility criteria for UPSC,candidates need to pass graduation in any discipline and attained 21 years age, you can appear even in your final year,there isn't any best course as such regarding this matter, the sole reason being UPSC doesn't discriminate among aspirants and hence allow people from all background to appear for this exam. As per previous year trends also,people from different backgrounds too have succeeded and continue to do so, what eventually matters is planning and strategy in this exam.

Another important thing to take into consideration is what are your interests regarding career options, the reason being there are many candidates who belong to medical, engineering, commerce etc background, they have worked before joining UPSC and one of the reason can be they realize later on their interest to appear for this, so if you're completely confident about going for UPSC only and no other exam, you can go for graduation in art subjects such as political science, history, geography etc or even law as UPSC tends to be more humanities oriented.
