Hello Abhishek,
If you are talking about which city has better coaching facilities, then Lucknow would be the better city. This is so as Lucknow has Allen, which is considered to be one of the best institutes for preparation of NEET, while Dehradun doesn't have Allen.
But, I would also like to tell you that you can prepare at home as well. Coaching institutes, including Allen, teach a lot of stuff , as their main aim is to produce toppers, not to help students crack NEET. They do so, because if the institute produces more toppers, more children are likely to join the institute the next year. Most students aren't able to study so much and due to that they feel like they can't do it, even though all you have to do is read the NCERT thoroughly for Bio and chemistry, and Solve MCQs, and for physics, Solve tons of MCQs after memorizing all formulas and concepts.
I have presented all the information I have, so now it's upto you to make the decision.
Thank you and best of luck :)

Hey Abhishek,

According to my knowledge I would suggest Lucknow over Dehradun. Since, Lucknow being a bigger city has a better education crowd and you'll get good coaching centres as well as the lifestyle would be better. I'm not saying Dehradun is not good but Lucknow is better for competition prep as a city.

I hope this helps you, good luck!
