See both colleges are good one if you have to choose one of them so I would prefer to go for RCC Institute of Technology because this the government one and if you are getting government college with similar or little less facilities as compare to private then you should always go for Government college.

Both colleges are affiliated to same University and as you want to pursue ECE so you might have to work hard to get placed from any of the above colleges because the companies which come in the above colleges for placement drives, they usually take more students from CSE so if you work hard and develop those skill then you can also be there.
