First of all congratulations as your performed really well as you're getting chance to get admissions in reputed colleges.

If we compare Delhi College of Arts and Commerce and Daulat ram college in Surely Daulat Ram College have an upper hand. 

First for the best part is that it is a part of North Campus and the college infrastructure, facility ,faculty is very good. Daulat Ram college is having best hostel facilities comparing to all the the other colleges under Delhi University. And as we all know that North Campus is always preferred over South Campus and so here I will give the preference to Daulat ram college as it is in north campus.The faculty of colleges also good and so the infrastructure.

My personal suggestion for you would be to go for Daulat ram college instead of Delhi College of Arts and Commerce. Reputed college but Daulat ram is somewhere having Upper Hand.
