While IICD is a result of initiatives taken by Rajasthan Government SOFT, Pune is a private Institute. Both are good institutes and which one will be better for you will depend on various factors such as fees, location, facility etc and how it fits you needs.
IICD charges Rs. 170,700 for its 3-year B.Voc programme, while link of Fee related info on FAQ section of SOFT, Pune is not working, and if we go by information available on web it charges around Rs. 90000/annum (Rs. 360000) for its 4-year B.Des Fashion design course.
