First of all congratulations for your rank. If you have choise of both the colleges then I can tell you both the colleges are not n the same level and have almost same cutoff and facilities. But the fees of RML Lucknow is lower than GSVM Kanpur. So if you want you can choose RML Lucknow as it has lower fees.
