I think Ukraine because there has many opportunities and there are many live projects running on latest problems like you can say covid-19. You will definitely get benefits than philllipines in work as well as in knowledge. Faculty of Ukraine is more better than phillipines.

but there are also certain drawbacks like i have to study their language nd also the same education is provided in phillipines for lesser years

But the opportunities are good in Ukraine for that you have to sacrifice your 1 year more also you have to learn their language but these drawbacks will give you what exactly you want i.e. bright future.
