The eligibility for UPSC is passed graduation in any discipline from a recognized university, you need to be 21 years old and you can apply even in the final year of graduation.

To answer your question,there's no such thing as best option when it comes to course selection,this is the very reason UPSC allows candidates from all stream to apply with no minimum aggregate.

UPSC is more humanities oriented, so if you have inclination towards this field,you can go for graduation in any such subject such as Political Science,Economics or even law etc. The thing about humanities students are they're already well acquainted with a large portion of UPSC syllabus which science students aren't. But, this in no way mean that other stream students don't qualify, according to previous year trends even science,engineering,medical backgrounds have qualified.

It depends to a large extent your aspirations, and considering UPSC as such a competitive exam, it's good to have a back up plan,there are many candidates who have earned experience in their domain of work and thereafter appeared and qualified UPSC.

In order to become an IAS officer you need to clear UPSC civil services exam. For that minimum qualification is graduation. Graduation from any stream is applicable for upsc exam.
