The certificate which you will need depends on for what scholarship are you going to apply. For Example if you apply for a National Level fee wavier scholarship then you will need Central Level Income certificate to avail the benefit.

If you are going to apply for your state level scholarship then state level income certificate will work fine.

To be on the safe side you should get the income certificate from Central Government as it will be applicable for both state and National Level Scholarships.
