US is expected to be the one providing civil/structural engineering course.
Some of the good colleges are:
MIT
Stanford University
UCB
Georgia Institute of Technology
University of Texas

You can go for US it is ideal country for your study. It has lot of infrastructure projects. After US you can also considered Australia but you will need the relevant certifications to be eligible for positions. They value local experience a lot.

 

India and China have a lot of opportunity as they are looking to completely transform their roads, highways and buildings over the next few decades.
