As you have secured a rank of 19000 then, it will be difficult for you to get a seat in top nits.
If you being to a female category, then you can get some low nits like nit imphal, nit sikkim, etc.
If you belong to home state of uttarakhand, then you can get nit uttarakhand with some other branches for eg : civil engineering.

On the other hand if you want cse branch then you will not get cse with this much rank.
Try for some other colleges like HBTI kanpur.
Your can easily get HBTI Kanpur with cse branch.
