Both are among the best institutes of India. Both the colleges are equally good. If your question is pointed at placements, then nit warangal is slightly better than nit surathkal. This doesn't mean surathkal is bad. That is excellent too. If you are aiming at higher studies, then it doesn't matter about the college. You can absolutely choose any of these two.
