It depends on the college you choose not according to the states:

some best engg. college in telangana are:

IIT, NIT, IIT for that yoy have to clear JEE mains and advance also.

some best engg. colleges in kerala are:

NIT calicut, gov. engg. college  thrissur etc .

According to me ,Telegana has some of good Engineering Colleges, when quantity increases the quality decreases and this is true for Telangana, whereas it is not so with Kerala,so overall Kerala too has good Engineering Colleges.
