I cannot tell you which one is better but I can surely highlight the differences between the two. 

SUBJECTS:

In Civil you will be studying all about physics,mechanics and doing workshops etc.

In IT you will be studying all about computers,data structures,algorithms and making softwares etc.

CAMPUS PLACEMENTS:

In Civil ,if u want to be placed in core companies you must be from a top IIT/NIT,otherwise you will have to go for GATE as most of the students do that.

In IT, the placements are good and you can enter a good company if you are from a descent college.

GOVERNMENT JOBS:

In Civil, most of the students in india opt for government jobs in PSUs as it has a great scope.

In IT, most students opt for private companies as the find more opportunities there.
