Your gate score isn't enough to get call letter from PSU even from OBC category.You can secure seats in IITs or in NITs for Mtech program.Chance of getting old IITs is less.For sureity wait till IITs,PSUs,NITs announce their cuttoff score.To know chance of getting PSUs,IITs,NITs visit below mention link:

Less chance of getting IITs with such less CGPA.

Most of IITs don't accept such low CGPA.Not all IITs.
