No, only CRL Ranks are being considered for admission in HBTU. You can check it on its councelling page also. It's written at the last in red.

Hello Utkarsh,

The counseling is done on the based that for students belong to general category then they will be allotted seat based upon their crl rank but if a student belongs to some other category then the seat will be allotted based upon the category rank and not on crl rank.
