You should fill your improvement roll number in JAC Delhi ,that is, of 2019 as it will be considered as the final roll number which will give your final results of your class 12 CBSE.I also suggest you to discuss your issue with JAC DELHI Helpline https://jacdelhi.nic.in/publicinfo/Public/View.aspx?page=86
