First of all there's no such restriction regarding belonging to any specific stream when it comes to UPSC, candidates from all the streams are allowed to appear for the exam, if we see the successful candidates of this exam they come from diverse academic backgrounds such as engineering, medical, CA, Law etc. Now, the thing is you can pursue any of the to field you have mentioned as per your preference, but if you're wholly and solely focused on cracking UPSC ahead in future integrated law program will be a really good option, you will study all the subjects concerning UPSC Exam and moreover you can choose your own field of study as optional subject, law is a scoring subject, availability of study materials too isn't an issue here.
