Anyone can apply for a job in Indian Railways. 

The eligibility criteria for posts differ. Some posts are open after Class 12th, some after graduation  and for technical posts, there can be an eligibility criteria of engineering or science. And according to the posts, the form dates keep varying.

NTPC forms are open till 31st March 2019.
