No you can't apply for it if you are from obc category as there's already reservations for obc category.
EWS quota is only for general category.
So I think you it caters your question.

Hello Anjali,  Only general category students are eligible for ews quota. And OBC category students are not eligible to apply for this quota.

Hi, 

Economically backward sections EWS is a category of family having annual income of less than 8L.The reservation is 10% for EWS whereas OBC candidates don't come under this as they have 27% reservation. So it doesn't belong to SC/ST/OBC.
