There might be some technical problem in the webpage. You can contact to the authority for the same problem.

You can put a mail to the concerned authority regarding the same.

Firstly, just refresh the page. if it is not getting into the normal state then close whole system. Open the link again and see if it works perfectly or not.

After that even if you are not getting the normal page then you can put a mail.
