OBC refers to other backward classes where as BCE refers to backward classes and talking about the reservation criteria for OBC, only those students who belong to the non creamy layer of the OBC category are eligible for reservation benefits in JEE entrance examinations.

Backward classes might include students how hail from backward and reserved category but if the do not fall under the non creamy layer they are not eligible for OBC -NCL reservation.
