Why it's showing 0-0 opening and closing rank in round 1 for FW seats in all the top government and private colleges of aktu?

FW means the fee wavier seat in upsee which is for the students who belong to economically backward class. If the list is showing 0-0 means either the college don't have any fee wavier seat or the seat must have been filled already.
