The Maharashtra government has decided to not to open any educational institutions till 31st Oct, as the cases are increasing with such high rates, so government has decided not to open school or Colleges, and coming to your question if Colleges will reopen in January, so nothing can be said about that, as if the cases will increase this way then it's hard to say that colleges will reopen by Jan, but if the vaccine come by the end of this year, then the probability of reopening of colleges is high, but nothing can be predicted as of now.
