The UGC has allowed re-opening of colleges and universities in offline mode but the decision is left to the administration whether they will choose to allow students with only one vaccine, because student who have completed both their dosage are allowed and which semester students will be joining, will also be decided by administration. Therefore, it is important that you clarify this with your college authorities.
