Yes along with your engineering you can prepare for civil service exam.Just make it your goal and give your efforts for preparation strategy of civil service exams as soon as possible.If possible then start preparing from the first year of your engineering as it will provide you enough time for the preparation

Yes, you can appear for civil services exam regardless of your background. Anyone with any bachelor's degree (atleast 3 years) is eligible to appear for civil services exam. A lot of CS Engineers have opted civil services and cleared it with flying colors. So, you can do it too.
