It's the individual decision of the college administration that whether it reopen colleges in the normal mode or in online mode taking prior permission from the state government and local authorities.

As you have not really mentioned, which degree college you are specifically referring to so it won't be possible on my part to give the exact information on a random basis.

But yes, some of the colleges have started beginning the process in online mode and some even started contacting the government to  reopen the colleges in normal mode.
