You can apply for both the counsellings (AIQ as well as your respective state). However you will have to pay the registration fees separately for both the counsellings which is mostly higher for AIQ registration.

Even if you are allotted a seat through either one of the counsellings, it is totally up to you to decide which college you want to attend.
