   Comparing the previous years cut-off's to get admission in dibrugarh university, with this percentile you will definitely be able to gain admissions in any one of the branches. Last year's cut-off was around 65%. So this year it may not vary much I hope.

Hai!!  You have scored well and good in CEE exam. Generally 50% mark is Eligible for getting admission in Dibrugarh university. 

25% of seats will be filled on the basis of JEE score and 75% seats will be filled on the basis of CEE exam conducted by the University. 

You can apply to this university, application starts from June and ends in July. Application form should be submitted before due date.
