Sorry to inform you but to get a seat in College of Technology, Pantnagar your rank must be under 1 lakh, ~80k is good. Even for the spot round, your rank is too high. You won't be able to get any branch in Pantnagar. Also with a rank this low you won't be able to get any good college.

However, if you have domicile certificate of Uttarakhand then there are few other options for you. These are:-

• SIT, Pithoragarh
• THDC

But I will not suggest you should take admission in these colleges as they are not good colleges. It is better if you join some private college over these colleges as in professional course like B.Tech College matters a lot for placements.
