Will it be able to do civil engineering and agricultural engineering both at a time?

No, you cannot go for doing civil engineering and Agricultural engineering together at the same time in any college or university. You can do one of these, either civil engineering or or Agricultural Engineering. However, in your later years, when you wish to start doing your work, you may civil engineering in agricultural fields for purposes like irrigation systems, soil precipitation systems and for soil-water-crop relations.
Therefore, suggestion is to choose civil engineering and apply it later onto various fields, including Agriculture.
