see it's depends in which exam you are going to appear.  in some exam they allow you to bring your own pen, pencil etc. but in neet 2019 they not only one of the biggest but also has the most uncompromising exam rules. NTA provided a detailed list on dress code and barred items. To answer your question you don't need to carry any pencil or pen into the exam hall.Anything other than your admit card and your ID proof won't be allowed to take with you .It's better not to carry it so as to avoid running into unnecessary problems.

even in jee You cannot carry any stationery including pen, paper, pencil, textual material (printed or written material)pencil box, geometry box etc.

For you information, Pen/ Pencil and blank paper sheets for rough work will be provided in the examination room. Just have your admit card, a passport size photo and Identification Proof issued by the Government.
