SC certificate cannot be used for filling domicile because it shows that your parents belonged to a particular place and time in the past which entitles them for the reservation, but do not show that they live or not at that place for the last 10 years. Electricity bills, voter ID Cards , Bank transaction details etc should be presented to the officer so that he knows that your parents have been staying in that place for a continuous 10 years.
