Predicting that whether you will get a seat or not in a medical college with 400 marks is quite difficult but when we go through previous year trends then leave getting a seat in a Government Medical College your chances for getting a Government quota seat in a private medical college is also low.
For example,
In neet 2019 , 406 marks for general category was the lowest marks that got a Government quota seat in private medical college and it was for Nootan Medical College and Research Centre, Vistaarit.

But yes, cut off marks / rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the neet examination, kind of marks obtained by students in neet , toughness level of the neet examination, number of seats available etc.
So , you should target at least 475 marks to be on the safer side in your neet 2021 examination if you want to get a goverment quota seat in a private medical college for which fee is quite low when compared to management quota seat and if you want to get a seat in a government medical college then you should target at least 580 +.
