Will the college be available in 2nd round after I reject it in 1st round Of Neet if 2019 counselling?

The admission to undergraduate medical courses through NEET to various private and government medical colleges throughout India has begun in most of the states.
The counselling process follow such a mechanism that if you reject a college seat in 1st round it gets passed on student having equal to or less marks than you. Now, if that candidates accepts the seat and all seats of that college are filled, than that colleges is taken out of counselling and you won't get admissio  to it in 2nd round.
